Ocean Data and Information Network for European Countries in Economic Transition (ODINECET)
The ODINECET network constitutes a capacity building strategy for Eastern and Central European countries linking training, equipment and operational support in a regional context. The project is product- and service-oriented and uses a multi-stakeholder approach. ODINECET is a network which is composed of 6 IOC Member States and one observer country:

The Project has been established formally during the Nineteenth Session of the IODE Committee (Trieste, Italy, 12-16 March 2007) through Recommendation IODE-XIX.8.
In its first stage, the network will focus on marine information management, building on the already existing preconditions and networks in the ECET region. Dependent on needs and available resources, the project may also focus on ocean data management at a future time.
Project objectives are:

To support the networking of aquatic libraries in ECET countries;

To support the development of national aquatic information centres and national/regional projects;

To provide training opportunities in marine information management, applying standard formats and methodologies as defined by IODE;

To assist with the development and dissemination of aquatic information, responding to the needs of the scientific community;
ODINECET participants have already developed a product called “ECET UNION Catalogue of Serials”. This catalogue gives access to the information about serials available at the ODINECET-Group aquatic libraries. It was developed in cooperation with, and through support from, EURASLIC. October 2008: Electronic document repository for ODINECET established
The electronic document repository for ODINECET has been established. The repository is hosted by the Institute of Biology of the Southern Seas (IBSS) in Ukraine.
CEEMaR (Central and Eastern European Marine Repository) is a thematic digital repository covering the marine, brackish and freshwater environments and providing access to papers produced by staff of the ECET countries Institutes.
The repository can be accessed through http://www.ceemar.org
Currently (October 2008) nine research institutes from three countries of Central and Eastern Europe are involved in this project: two institutes from Poland, two from Russia and five Institutes from the Ukraine among them.

- The Sea Fisheries Institute (Gdynia, Poland),
- The Federal Institute for Fisheries & Oceanography or VNIRO (Moscow, Russia),
- The Scientific-Research Institute of the Azov Sea Fishery or AzNIIRKH (Rostov-on-Don, Russia),
- The Odessa branch of Institute of Biology of the Southern Seas (Odessa, Ukraine),
- The Institute of Hydrobiology or IHB (Kiev, Ukraine),
- The Marine Hydrophysical Institute (Sevastopol, Ukraine),
- The Karadag Nature Reserve (Crimea, Ukraine)
- The Southern Scientific Institute of Marine Fisheries and Oceanography, or YugNIRO (Kerch, Ukraine).
At this moment all participants create their own structures of collections/sub-communities and preparing digital documents for input. All technical and functional problems concerning document submission module were corrected.
